People with Disabilities

For Old and People with Disabilities: 
  • Create a support network to help in an emergency. 
  • Tell these people where you keep your emergency supplies. 
  • Give one member of your support network a key to your house or apartment. 
  • Contact your city or county government's emergency information management office. Many local offices keep lists of people with disabilities so they can be located quickly in a sudden emergency. 
  • Wear medical alert tags or bracelets to help identify your disability.
     
  • If you are dependent on dialysis or other life sustaining treatment, know the location and availability of more than one facility.
     
  • Show others how to operate your wheelchair.
     
  • Know the size and weight of your wheelchair, in addition to whether or not it is collapsible, in case it has to be transported.

     
  • Encourage electronic payments for federal benefit recipients. Keep in mind a disaster can disrupt mail service for days or even weeks. For those who depend on the mail for their Social Security benefits, a difficult situation can become worse if they are evacuated or lose their mail service – as 85,000 check recipients learned after Hurricane Katrina. Switching to electronic payments is one simple, significant way people can protect themselves financially before disaster strikes. It also eliminates the risk of stolen checks.

Additional Supplies for People with Disabilities:
  • Prescription medicines, list of medications including dosage, list of any allergies.
     
  • Extra eyeglasses and hearing-aid batteries.
     
  • Extra wheelchair batteries, oxygen.
     
  • Keep a list of the style and serial number of medical devices.
     
  • Medical insurance and Medicare cards.
     
  • List of doctors, relatives or friends who should be notified if you are hurt.

Surviving Extreme Heat

Consequently, people living in urban areas may be at greater risk from the effects of a prolonged heat wave than those living in rural areas. Also, asphalt and concrete store heat longer and gradually release heat at night, which can produce higher nighttime temperatures known as the “urban heat island effect.”

The following are guidelines for what you should do if the weather is extremely hot:
• Stay indoors as much as possible and limit exposure to the sun.
• Stay on the lowest floor out of the sunshine if air conditioning is not available.
• Consider spending the warmest part of the day in public buildings such as libraries, schools, movie theaters, shopping malls, and other community facilities. Circulating air can cool the body by increasing the perspiration rate of evaporation.
• Eat well-balanced, light, and regular meals. Avoid using salt tablets unless directed to do so by a physician.
• Drink plenty of water. Persons who have epilepsy or heart, kidney, or liver disease; are on fluid-restricted diets; or have a problem with fluid retention should consult a doctor before increasing liquid intake.
• Limit intake of alcoholic beverages.
• Dress in loose-fitting, lightweight, and light-colored clothes that cover as much skin as possible.
• Protect face and head by wearing a wide-brimmed hat.
• Check on family, friends, and neighbors who do not have air conditioning and who spend much of their time alone.
• Never leave children or pets alone in closed vehicles.
• Avoid strenuous work during the warmest part of the day. Use a buddy system when working in extreme heat, and take frequent breaks.

Extreme heat brings with it the possibility of heat-induced illnesses. The following table lists these illnesses, their symptoms, and the first aid treatment.

Sunburn - Skin redness and pain, possible swelling, blisters, fever, headaches.
• Take a shower using soap to remove oils that may block pores, preventing the body from cooling naturally.
• Apply dry, sterile dressings to any blisters, and get medical attention.

Heat Cramps - Painful spasms, usually in leg and abdominal muscles; heavy sweating.
• Get the victim to a cooler location.
• Lightly stretch and gently massage affected muscles to relieve spasms.
• Give sips of up to a half glass of cool water every 15 minutes. (Do not give liquids with caffeine or alcohol.)
• Discontinue liquids, if victim is nauseated.

Heat Exhaustion - Heavy sweating but skin may be cool, pale, or flushed. Weak
pulse. Normal body temperature is possible, but temperature will likely rise. Fainting or dizziness, nausea, vomiting, exhaustion, and headaches are possible.
• Get victim to lie down in a cool place.
• Loosen or remove clothing.
• Apply cool, wet cloths.
• Fan or move victim to air-conditioned place.
• Give sips of water if victim is conscious.
• Be sure water is consumed slowly.
• Give half glass of cool water every 15 minutes.
• Discontinue water if victim is nauseated.• Seek immediate medical attention if vomiting occurs.

Heat Stroke (a severe medical emergency) - High body temperature (105+); hot, red, dry skin; rapid, weak pulse; and rapid, shallow breathing. Victim will probably not sweat unless victim was sweating from recent strenuous activity. Possible unconsciousness.
• Call 9-1-1 or emergency medical services, or get the victim to a hospital immediately. Delay can be fatal.
• Move victim to a cooler environment.
• Remove clothing.
• Try a cool bath, sponging, or wet sheet to reduce body temperature.
• Watch for breathing problems.
• Use extreme caution.
• Use fans and air conditioners.

Coping with Disaster

The emotional toll that disaster brings can sometimes be even more devastating than the financial strains of damage and loss of home, business, or personal property.

Disaster Events:
• Everyone who sees or experiences a disaster is affected by it in some way.
• It is normal to feel anxious about your own safety and that of your family and close friends.
• Profound sadness, grief, and anger are normal reactions to an abnormal event.
• Acknowledging your feelings helps you recover.
• Focusing on your strengths and abilities helps you heal.
• Accepting help from community programs and resources is healthy.
• Everyone has different needs and different ways of coping.
• It is common to want to strike back at people who have caused great pain.

Children and older adults are of special concern in the aftermath of disasters. Even individuals who experience a disaster “second hand” through exposure to extensive media coverage can be affected.

Contact local faith-based organizations, voluntary agencies, or professional counselors for counseling. Additionally, FEMA and state and local governments of the affected area may provide crisis counseling assistance.

When adults have the following signs, they might need crisis counseling or stress
management assistance:
• Difficulty communicating thoughts.
• Difficulty sleeping.
• Difficulty maintaining balance in their lives.
• Low threshold of frustration.
• Increased use of drugs/alcohol.
• Limited attention span.
• Poor work performance.
• Headaches/stomach problems.
• Tunnel vision/muffled hearing.
• Colds or flu-like symptoms.
• Disorientation or confusion.
• Difficulty concentrating.
• Reluctance to leave home.
• Depression, sadness.
• Feelings of hopelessness.
• Mood-swings and easy bouts of crying.
• Overwhelming guilt and self-doubt.
• Fear of crowds, strangers, or being alone.

The following are ways to ease disaster-related stress:
• Talk with someone about your feelings—anger, sorrow, and other emotions- even though it may be difficult.
• Seek help from professional counselors who deal with post-disaster stress.
• Do not hold yourself responsible for the disastrous event or be frustrated because you feel you cannot help directly in the rescue work.
• Take steps to promote your own physical and emotional healing by healthy eating, rest, exercise, relaxation, and meditation.
• Maintain a normal family and daily routine, limiting demanding responsibilities on yourself and your family.
• Spend time with family and friends.
• Participate in memorials.
• Use existing support groups of family, friends, and religious institutions.
• Ensure you are ready for future events by restocking your disaster supplies kits and updating your family disaster plan. Doing these positive actions can be comforting.

Children's coping with disaster or emergencies is often tied to the way parents cope. They can detect adults fears and sadness. Parents and adults can make disasters less traumatic for children by taking steps to manage their own feelings and plans for coping. Parents are almost always the best source of support for children in disasters. One way to establish a sense of control and to build confidence in children before a disaster is to engage and involve them in preparing a family disaster plan. After a disaster, children can contribute to a family recovery plan.

Suggestions to help reassure children include the following:
• Personal contact is reassuring. Hug and touch your children.
• Calmly provide factual information about the recent disaster and current plans for insuring their safety along with recovery plans.
• Encourage your children to talk about their feelings.
• Spend extra time with your children such as at bedtime.
• Re-establish your daily routine for work, school, play, meals, and rest.
• Involve your children by giving them specific chores to help them feel they are helping to restore family and community life.
• Praise and recognize responsible behavior.
• Understand that your children will have a range of reactions to disasters.
• Encourage your children to help update your a family disaster plan.

Make a Survival Kit

You may need to survive on your own after a disaster. This means having your own food, water, and other supplies in sufficient quantity to last for at least three days. Local officials and relief workers will be on the scene after a disaster, but they cannot reach everyone immediately. You could get help in hours, or it might take days.

Basic services such as electricity, gas, water, sewage treatment, and telephones may be cut off for days, or even a week or longer. Or, you may have to evacuate at a moment's notice and take essentials with you. You probably will not have the opportunity to shop or search for the supplies you need.

A disaster supplies kit is a collection of basic items that members of a household may need in the event of a disaster.

Your disaster supplies kit should contain essential food, water, and supplies for at least three days. Keep this kit in a designated place and have it ready in case you have to leave your home quickly. Make sure all family members know where the kit is kept.

Additionally, you may want to consider having supplies for sheltering for up to two weeks.

The following items are recommended for inclusion in your basic disaster supplies
kit:

• Three-day supply of non-perishable food.
• Three-day supply of water – one gallon of water per person, per day.
• Portable, battery-powered radio or television and extra batteries.
• Flashlight and extra batteries.
• First aid kit and manual.
• Sanitation and hygiene items (moist towelettes and toilet paper).
• Matches and waterproof container.
• Whistle.
• Extra clothing.
• Kitchen accessories and cooking utensils, including a can opener.
• Photocopies of credit and identified cation cards.
• Cash and coins.
• Special needs items, such as prescription medications, eye glasses, contact lens
solutions, and hearing aid batteries.
• Items for infants, such as formula, diapers, bottles, and pacifiers.
• Other items to meet your unique family needs.

If you live in a cold climate, you must think about warmth. It is possible that you
will not have heat. Think about your clothing and bedding supplies. Be sure to
include one complete change of clothing and shoes per person, including:
• Jacket or coat.
• Long pants.
• Long sleeve shirt.
• Sturdy shoes.
• Hat, mittens, and scarf.
• Sleeping bag or warm blanket (per person).

Surviving Lightning

All thunderstorms are dangerous. Every thunderstorm produces lightning. In the United States, an average of 300 people are injured and 80 people are killed each year by lightning. Although most lightning victims survive, people struck by lightning often report a variety of long-term, debilitating symptoms.

Other associated dangers of thunderstorms include tornadoes, strong winds, hail, and flash flooding. Flash flooding is responsible for more fatalities—more than 140 annually—than any other thunderstorm-associated hazard.

The following are facts about lightning:
• Lightning’s unpredictability increases the risk to individuals and property.
• Lightning often strikes outside of heavy rain and may occur as far as 10 miles away from any rainfall.
• “Heat lightning” is actually lightning from a thunderstorm too far away for thunder to be heard. However, the storm may be moving in your direction!
• Most lightning deaths and injuries occur when people are caught outdoors in the summer months during the afternoon and evening.
• Your chances of being struck by lightning are estimated to be 1 in 600,000, but could be reduced even further by following safety precautions.
• Lightning strike victims carry no electrical charge and should be attended to immediately.

If a thunderstorm is likely in your area:
• Remember the 30/30 lightning safety rule: Go indoors if, after seeing lightning, you cannot count to 30 before hearing thunder. Stay indoors for 30 minutes after hearing the last clap of thunder.
• Get inside a home, building, or hard top automobile (not a convertible). Although you may be injured if lightning strikes your car, you are much safer inside a vehicle than outside.
• Remember, rubber-soled shoes and rubber tires provide NO protection from lightning. However, the steel frame of a hard-topped vehicle provides increased protection if you are not touching metal.
• Avoid showering or bathing. Plumbing and bathroom fixtures can conduct electricity.
• Use a corded telephone only for emergencies. Cordless and cellular telephones are safe to use.
• Unplug appliances and other electrical items such as computers and turn off air conditioners. Power surges from lightning can cause serious damage.
• Use your battery-operated NOAA Weather Radio for updates from local officials.

Avoid the following:
• Natural lightning rods such as a tall, isolated tree in an open area
• Hilltops, open fi elds, the beach, or a boat on the water
• Isolated sheds or other small structures in open areas
• Anything metal—tractors, farm equipment, motorcycles, golf carts, golf clubs, and bicycles

NOTE: Anytime you feel your hair stand on end (which indicates that lightning is about to strike). Squat low to the ground on the balls of your feet. Place your hands over your ears and your head between your knees. Make yourself the smallest target possible and minimize your contact with the ground. DO NOT lie flat on the ground.

The following are things you should check when you attempt to give aid to a victim of lightning:
• Breathing - if breathing has stopped, begin mouth-to-mouth resuscitation.
• Heartbeat - if the heart has stopped, administer CPR.
• Pulse - if the victim has a pulse and is breathing, look for other possible injuries. Check for burns where the lightning entered and left the body. Also be alert for nervous system damage, broken bones, and loss of hearing and eyesight.

Surviving Hurricanes

Hurricanes can cause catastrophic damage to coastlines and several hundred miles inland. Winds can exceed 155 miles per hour. Hurricanes and tropical storms can also spawn tornadoes and micro-bursts, create storm surges along the coast, and cause extensive damage from heavy rainfall.

Hurricanes are classified into five categories based on their wind speed, central pressure, and damage potential. Category Three and higher hurricanes are considered major hurricanes, though Categories One and Two are still extremely dangerous and warrant your full attention.

Hurricanes can produce widespread torrential rains. Floods are the deadly and destructive result. Slow moving storms and tropical storms moving into mountainous regions tend to produce especially heavy rain. Excessive rain can trigger landslides or mud slides, especially in mountainous regions. Flash flooding can occur due to intense rainfall. Flooding on rivers and streams may persist for several days or more after the storm.

If a hurricane is likely in your area, you should:
• Secure your home, close storm shutters, and secure outdoor objects or bring
them indoors.
• Turn off utilities if instructed to do so. Otherwise, turn the refrigerator thermostat
to its coldest setting and keep its doors closed.
• Turn off propane tanks.
• Avoid using the phone, except for serious emergencies.
• Moor your boat if time permits.
• Ensure a supply of water for sanitary purposes such as cleaning and flushing toilets. Fill the bathtub and other large containers with water.

You should evacuate under the following conditions:
• If you are directed by local authorities to do so. Be sure to follow their instructions.
• If you live in a mobile home or temporary structure—such shelters are particularly hazardous during hurricanes no matter how well fastened to the ground.
• If you live in a high-rise building—hurricane winds are stronger at higher elevations.
• If you live on the coast, on a floodplain, near a river, or on an inland waterway.
• If you feel you are in danger.

If you are unable to evacuate, go to your wind-safe room. If you do not have one, follow these guidelines:
• Stay indoors during the hurricane and away from windows and glass doors.
• Close all interior doors—secure and brace external doors.
• Keep curtains and blinds closed. Do not be fooled if there is a lull; it could be the eye of the storm—winds will pick up again.
• Take refuge in a small interior room, closet, or hallway on the lowest level.
• Lie on the floor under a table or another sturdy object.

Flood Survival Tips

Floods are one of the most common hazards in the United States. And in 2012, due to changes in natural environment, we may be the victims of floods too. Flood effects can be local, impacting a neighborhood or community, or very large, affecting entire river basins and multiple states.

Be aware of flood hazards no matter where you live, but especially if you live in a low-lying area, near water or downstream from a dam. Even very small streams, gullies, creeks, culverts, dry stream beds, or low-lying ground that appear harmless in dry weather can flood. Every state is at risk from this hazard.

In the event of a flood, you should do the following:

• Turn off utilities at the main switches or valves if instructed to do so. Disconnect electrical appliances. Do not touch electrical equipment if you are wet or standing in water.

• Do not walk through moving water. Six inches of moving water can make you fall. If you have to walk in water, walk where the water is not moving. Use a stick to check the firmness of the ground in front of you.

• Do not drive into flooded areas. If floodwaters rise around your car, abandon the car and move to higher ground if you can do so safely. You and the vehicle can be quickly swept away. Six inches of water will reach the bottom of most passenger cars causing loss of control and possible stalling. A foot of water will fl oat many vehicles. Two feet of rushing water can carry away most vehicles including sport utility vehicles (SUV) and pick-ups.

• Avoid floodwaters; water may be contaminated by oil, gasoline, or raw sewage.
Water may also be electrically charged from underground or downed power lines.

• Stay out of any building if it is surrounded by floodwaters.

• Clean and disinfect everything that got wet. Mud left from floodwater can contain sewage and chemicals.

Earthquake Survival

Simply stated, when buildings collapse, the weight of the ceilings falling upon the objects or furniture inside crushes these objects, leaving a space or void next to them. This space is what I call the "triangle of life". The larger the object, the stronger, the less it will compact. The less the object compacts, the larger the void, the greater the probability that the person who is using this void for safety will not be injured. The next time you watch collapsed buildings, on television, count the "triangles" you see formed. They are everywhere. It is the most common shape, you will see, in a collapsed building.

These Tips can save life when an earthquake strikes:

1) Everyone who simply "ducks and covers" WHEN BUILDINGS COLLAPSE is crushed to death -- Every time, without exception. People who get under objects, like desks or cars, are always crushed.

2) Cats, dogs and babies all naturally often curl up in the fetal position. You should too in an earthquake. It is a natural safety/survival instinct. You can survive in a smaller void. Get next to an object, next to a sofa, next to a large bulky object that will compress slightly but leave a void next to it.

3) Wooden buildings are the safest type of construction to be in during an earthquake. The reason is simple: the wood is flexible and moves with the force of the earthquake. If the wooden building does collapse, large survival voids are created. Also, the wooden building has less concentrated, crushing weight. Brick buildings will break into individual bricks. Bricks will cause many injuries but less squashed bodies than concrete slabs.

4) If you are in bed during the night and an earthquake occurs, simply roll off the bed. A safe void will exist around the bed. Hotels can achieve a much greater survival rate in earthquakes, simply by posting a sign on the back of the door of every room, telling occupants to lie down on the floor, next to the bottom of the bed during an earthquake.

5) If an earthquake happens while you are watching television and you cannot easily escape by getting out the door or window, then lie down and curl up in the fetal position next to a sofa, or large chair.

6) Everybody who gets under a doorway when buildings collapse is killed. How? If you stand under a doorway and the door-jamb falls forward or backward you will be crushed by the ceiling above. If the door jam falls sideways you will be cut in half by the doorway. In either case, you will be killed!

7) Never go to the stairs. The stairs have a different "moment of frequency" (they swing separately from the main part of the building).The stairs and remainder of the building continuously bump into each other until structural failure of the stairs takes place. The people who get on stairs before they fail are chopped up by the stair treads. They are horribly mutilated. Even if the building doesn't collapse, stay away from the stairs. The stairs are a likely part of the building to be damaged. Even if the stairs are not collapsed by the earthquake, they may collapse later when overloaded by screaming, fleeing people. They should always be checked for safety, even when the rest of the building is not damaged.

8) Get Near the Outer Walls Of Buildings Or Outside Of Them If Possible - It is much better to be near the outside of the building rather than the interior. The farther inside you are from the outside perimeter of the building the greater the probability that your escape route will be blocked;

9) People inside of their vehicles are crushed when the road above falls in an earthquake and crushes their vehicles; which is exactly what happened with the slabs between the decks of the Nimitz Freeway. The victims of the San Francisco earthquake all stayed inside of their vehicles. They were all killed. They could have easily survived by getting out and sitting or lying next to their vehicles, says the author. Everyone killed would have survived if they had been able to get out of their cars and sit or lie next to them. All the crushed cars had voids 3 feet high next to them, except for the cars that had columns fall directly across them.

10) While crawling inside of collapsed newspaper offices and other offices with a lot of paper, that paper does not compact. Large voids are found surrounding stacks of paper.

11) If you are trapped under debris:
     • Do not light a match.
     • Do not move about or kick up dust.
     • Cover your mouth with a handkerchief or clothing.
    • Tap on a pipe or wall so rescuers can locate you. Use a whistle if one is                   available. Shout only as a last resort— shouting can cause you to inhale                  dangerous amounts of dust.
